Consumers want to move around more sustainably, but the need for a modal shift (particularly towards rail) is of such a magnitude that it cannot rely on their individual decisions alone. For this to happen, consumers must have a multi-modal offer that is easy to use and attractive.

Yet, planning a multi-modal or long-distance journey is still an obstacle course, due to difficulties in finding and paying for tickets, poor information on connections or lack of rights for passengers who use several modes of transport or travel with different operators.

Simpler ticketing and better passenger rights are the basis for a convenient and attractive cross-border rail system. In this paper, we explain what which measures should be put forward by the European Commission for simpler ticketing and booking and strengthened rail passenger rights.
